Woodburn, formerly inhabited by the Kalapuya First Americans, rose to importance with the building of a rail line through the city previously known as Halsey.  It was later renamed Woodburn after an out of control slash burn destroyed a nearby woodlot in the late 1800s. Legion Park is Woodburn's oldest park site on the banks of Mill Creek. At nearly 16 acres, it has a picnic pavilion, many picnic tables, a grass playfield, and a densely wooded Douglas Fir tree grove. Your pooch will wag-it-like-he-means-it for a leashed walk among the trees as he follows the active chipmunks darting among the trees. The park has a dinosaur and fossil themed play area, recognizing the many archeological discoveries made in the area. If you and your pup enjoy a good swim, check out O'Neil Reservoir for a quiet swim or glide in your canoe or kayak. This is a great place for fly fishing as well.

Located here is St. Louis Fish Pond County Park, with nearly 22 acres in the center of the 260-acre warm water fish pond park area. The network of canal-like waterways and walking paths offer everything from fishing and hiking, to bird-watching, photography and waterfowl hunting. The St. Louis Ponds Park is often used for dog training.
