Because of Puppy Paws running away, the magic Christmas Icicle starts to melt, weakening the powers of the North Pole and all the elves and Santa, who cannot keep making toys to bring to all the children. The elf in charge, Eli Elf, decides to go find Puppy Paws and bring him back to try to save Christmas. However, there is a mean dog catcher, Stan Cruge, who is chasing Puppy Paws and his friends to trap them and take them to the pound. Apparently, Cruge had always wanted a puppy when he was a child, but he could not have one because his mother was allergic to dogs. This made him want to be a dog catcher so nobody else could have a puppy either.
When Cruge catches Puppy Paws and takes him to the pound, the Buddies and an elf dog named Eddy realize that Christmas needs to be saved and so does Puppy Paws. They get together to help Santa Clause and Santa Paws by rescuing their friend from the pound. Meanwhile, Puppy Paws is learning about Christmas spirit and miracles from a small puppy in the pound with him named Tiny. After saving Puppy Paws and Christmas, Cruge even gets into the spirit of things by getting Tiny out of the pound and bringing her to a child who has been asking for a puppy for Christmas.
